The Philadelphia School District identified opportunities to further improve its Grants Management processes. Their goal was to develop department-wide solutions to support their end-to-end grants management activities. This involved streamlining and simplifying activities to increase the efficiency of the application submission process, improved decision-making, and improved efficiency of the grants reporting process.
MFR worked with KPMG to assess the School District’s current grants management practices. This included conducting preliminary interviews with staff in the Grants Development, Program Offices, OMB, and Accounting Services departments to collect background information. MFR then worked to determine the current allocation of workload and surveyed other school districts regarding workload for financial administration of grants management functions. Deliverables included process maps illustrating functional transactions within and among the departments. Using the information gathered from the interviews and the benchmarking tasks, MFR helped to prioritize areas for improvement and design in several key grants management processes.
